Currently Not Collectible Status (CNC)
If you are unable to make or fund an installment agreement (under criteria adopted by the IRS), the IRS may agree to designate your account CNC. While this is a resolution, in reality, for most individuals, it is a short term solution to a long term issue, your tax debt.
During the time your account is designated CNC by the IRS, all collection action is stopped. The IRS will not levy against property or levy (garnish) wages and other income sources. A designation of CNC is subject to IRS future review to determine if you later have the financial resources to make payments against your tax liability. While under CNC designation, penalties, if allowed by statute, and interest continue to accrue.
